(Woodland, CA) – April 27, 2020 – Woodland man Julian Matta Garcia, age 35, has been charged with multiple felonies by the Yolo County District Attorney’s Office after being arrested by Woodland Police on April 24, 2020. Garcia had been in custody at the Yolo County jail for a parole violation until April 14, when he was released by the Yolo County Superior Court as a result of California Judicial Council’s Statewide Emergency “0” Bail Schedule. The “0” Bail Schedule became effective April 13, 2020, in response to the COVID-19 pandemic. Garcia committed multiple new crimes between the time of his release and his April 24 arrest.
Two criminal complaints were filed on April 27, 2020. The first charges Garcia with being in possession of a stolen vehicle and drug paraphernalia, resulting in his violation of parole, on April 6. A second complaint alleges on April 19, after his release from jail due to the “0” Bail Schedule, Garcia committed the following crimes: felony assault with a deadly weapon; assault by means of force likely to produce great bodily harm; possession of brass knuckles; and a misdemeanor “violation of an order issued by Yolo County Public Health officials during an epidemic.” Both complaints allege that Garcia has two prior strike convictions for sex-related crimes
Garcia is on parole after having been sentenced on August 26, 2015, in Yolo County to four years in state prison. Garcia is currently being held at the Yolo County jail and will be arraigned on the pending charges and parole violation on April 29, 2020, at 1:30 pm in Department 1 of the Yolo County Superior Court.
