Yolo County Zero Dollar Bail Snapshot Statistics

(Woodland, CA) – October 1, 2020 – In an ongoing effort to inform the public about the impacts of the Emergency “$0” Bail Schedule, the Yolo County District Attorney has released its most recent statistics on new crimes committed by those released on zero bail. Although the Judicial Council rescinded its mandated use in June, the Yolo County Superior Court continues to use an Emergency Bail Schedule. Currently, there is no announced end date for the use of the Emergency Bail Schedule.

Since April 13, 2020, 310 individuals have been arrested and released on zero bail a total of 359 times, with some benefitting from $0 bail on multiple occasions. The individuals who have reoffended since their release on zero bail in Yolo County have committed over 304 new crimes, in Yolo County alone. Those new crimes include 123 felonies and 181 new misdemeanors, including crimes such as Attempted Murder, Assault with a Deadly Weapon and/or Likely to Produce Great Bodily injury (12 new victims), Robbery (5 new victims), Burglary (14 new victims), felony domestic violence (4 new victims), possession of an assault weapon, gang crimes and dozens of other new felony and misdemeanor crimes.

Top Reoffenders

Jose Inda-Lopez, transient, was arrested on April 17, 2020, for felony vehicle theft and released on $0. He has subsequently been arrested or cited by law enforcement on nine separate occasions. As a result, Inda-Lopez is presently charged in ten separate misdemeanor and felony complaints with charges including felony vehicle theft, felony vandalism, possession of a concealed dirk or dagger, theft, possession of drug paraphernalia, trespassing, and lewd conduct in public. Inda-Lopez was already pending charges in three additional misdemeanor cases, one felony violation of probation and one misdemeanor violation of probation at the time of his April 17, 2020, arrest. As a result of most recent arrest on September 15, 2020, he remained in custody with bail until his arraignment. At his arraignment, the court set bail. His next court date is October 1, 2020.

Steven Stickney, Davis, was arrested on May 7, 2020, for felony vehicle theft and released on $0 bail. Since May 7, 2020, he has been arrested, cited or identified as a suspect twelve times. Stickney is currently charged in seven separate complaints with charges including felony vehicle theft, petty theft, shoplifting, vandalism, possession of heroin, trespassing, under the influence of a controlled substance, public intoxication, and urinating in public. One complaint alleges incidents on eight separate dates.

Ronald Carbahal, West Sacramento, was arrested on June 11, 2020, on two felony warrants; one for a violation of probation and a felony bench warrant for a failure to appear for sentencing on a felony possession of a controlled substance and four violations of probation. Carbahal was released on $0 bail. Since June 11, 2020, he has been arrested or cited six additional times including a felony arrest for vehicle theft and vandalism. He is pending charges in five cases with charges including vehicle theft, felony vandalism, felony burglary, false information to a peace officer, petty theft, possession of burglary tools and possession of drug paraphernalia.
