(Woodland, CA) – February 24, 2020 – On February 24, 2020, 24-year-old Davis man, Martin Rios, was sentenced by the Honorable David Reed to three years of formal probation, 30 days in Yolo County jail, 240 hours of community service, and ten years of sex offender registration. Rios was convicted by a Yolo County jury of Indecent Exposure and Lewd Conduct in Public on January 13, 2020. Rios was further found in violation of his probation by Judge Reed, for which he was sentenced to an additional 30 days in Yolo County Jail.

On June 28, 2018, at approximately 7 a.m., Rios was sitting in his car at Slide Hill Park in Davis, when he called “good morning” to a passing female jogger. When the jogger turned around, she realized that Rios was sitting in the driver’s seat of his car with the door open and his pants down. According to the victim, Rios was staring at her intently, grinning, and masturbating. The terrified jogger fled to safety, and ultimately called police the next day.

Judge Reed also found Rios in violation of his probation on another similar crime he committed in 2017. On April 19, 2017, Rios was parked in the parking lot at 500 1st Street in Davis. He started masturbating in front of a female victim who was parked nearby. The victim called Davis Police and Rios was arrested while leaving the parking lot. Rios was placed on probation after entering a plea of no contest.

Davis Police Department officers, who were dedicated to investigating multiple reports of public masturbation in Davis between 2017 and 2018, were able to link the description provided by Rios’ new victim to Rios’ prior act of public masturbation. Through their investigation, they were able to present a photographic lineup to Rios’ new victim, who was able to identify Rios as the perpetrator of the crime.
